How Police Seized $68 Billion from Americans

Civil forfeiture is a massive unjustified threat to property and due process rights. As the third edition of Policing for Profit: The Abuse of Civil Asset Forfeiture shows, most state laws still stack the deck against property owners and give law enforcement perverse financial incentives to pursue property over justice. Proponents claim forfeiture is an important crime-fighting tool, but new research finds otherwise: There was no increase in crime after New Mexico abolished civil forfeiture and the profit incentive in 2015. Strong forfeiture reform does not sacrifice public safety. As states and Congress look for ways to create a fairer criminal justice system, one reform everyone should be able to agree on is ending civil forfeiture and the perverse profit incentive that fuels it.

The new report by the Institute for Justice found nearly 70 percent of such cases have no arrest that accompanies a seizure.

The Department of Homeland Security’s Freedom of Information Act library shows 30,670 cash seizures that happened inside the nation’s airports.

Homeland Security seized $2 billion from travelers. Critics argue federal agencies are abusing civil forfeiture to fatten budgets. The report found DHS airport seizures have exploded over the decade-and-a-half studied, climbing 178 percent to more than 30,500 cash seizures during the period.

A 2017 Department of Justice Inspector General report found the Drug Enforcement Administration had seized over $28 billion worth of assets over a 10-year period, but found only 44 of 100 seizures it studied were related to an ongoing investigation or resulted in a new investigation, arrest or prosecution.

Lesson is: do not travel into or out of or anywhere inside the USA or any of their territories with cash - there are over 50,000 cases of government fraud and cash theft from citizens and foreigners.
